[目的/意義]探討大數據時代背景下,如何利用大數據協助政府應對突發事件管理機制創新。[方法/過程]通過文獻收集、案例比較分析總結大數據作用于政府應急管理的優良特質,分析中美日政府應急機制中大數據應用的差異,引發對我國大數據應急管理機制創新的啟示。[結果/結論]為更好地發揮政府應急管理中大數據的作用,大數據工具、體系、應用領域、人才培養、配套設施、宣傳教育等因素需要協同創新。[局限]文章啟示仍需實踐檢驗。

[Purpose/significance] Under the background of big data,this paper aims to explore how governments use big data to assist the innovation of emergency management.[Method/process]Through the methods of literature analysis and comparative analysis of cases,the paper summarizes the advantages of big data applying to governments' emergency management,analyzes the differences among governments' emergency management of China,US and Japan,and gives enlightenments on the innovations of our country's emergency management.[Result/conclusion] In order to make the better use of big data in government emergency management,the paper proposes to construct a collaborative innovation system,which includes the tools,system construction,application fields,personnel training,supporting facilities,publicity and education of big data.[Limitations] The suggestions of this paper need more practices to verify.
