英國多民族多語言的國情決定了其雙語教育的發生發展,雙語教育政策的形成發展與英國的民族理論與民族發展密切相關。從多學科交叉的視角梳理與分析,英國移民雙語教育政策經歷了由籠統到具體、由隔離到全納、由同化主義取向到多元文化主義取向的民族教育理論與政策價值取向演變。綜觀不同歷史時期英國移民雙語教育政策的政策對象、政策目標、政策內容及實施效果,無不體現了英國政府及民眾在民族觀、語言觀和決策機制等方面的科學化調整與不斷創新
