在梳理職能管理與項目管理各自運行模式的基礎上,分析二者在公共圖書館管理過程中的差異性,認為職能管理與項目管理在并行環境下會出現一些難點。結合佛山市圖書館項目管理實踐,總結出難點主要表現在組織結構、資源分配、評分機制、多重角色、部門協調等方面;針對難點提出對策。

After reviewing the operating modes of functional management and project management,analysis is given on the conflicts of simultaneously implementing functional management and project management in public library. Based on the practice of Foshan Library’s project management,it is revealed that the conflicts lie in the issues concerning organizational structure, resource allocation, evaluation mechanism, multiple roles,department coordination,thus bringing forward their corresponding countermeasures.
