同行專家在同行評議中起著關鍵性作用,同行專家一般來源于同行評議專家庫。我國同行評議專家庫存在專家信息以線性模式為主、未呈現專家之間的關聯等問題。文章提出將主題地圖技術應用于同行評議專家庫構建,利用專家主題地圖按主題集中相關信息資源和揭示專家之間關聯的優勢,以優化"小同行"專家的選擇和有效實施回避制度。

Experts play an important role in the peer review and they are selected from the expert databases,so studies on expert databases are very essential. At present, there are some problems in the inventory of expert databases in China,mainly in the accuracy of subject areas,the linear model of expert information which fails to reveal the relationships between experts. This paper proposes to build the experts database using the topic maps,so as to select the experts who have the same research subjects,and to carry out the avoidance system effectively.
