為破解農田水利"最后一公里問題",借鑒人民公社時期農田水利大發展的重要經驗,分析現階段農田水利發展存在的問題,準確判斷農田水利發展面臨的形勢,從整合政府投入、深化產權制度改革、鼓勵組建用水合作經濟實體、保障用水權益、完善水價政策、提升灌溉管理公共服務能力等方面提出農田水利改革發展的建議。

In order to solve the problem"last mile of irrigation and water censersency",with reference to the irrigation and water conservancy development experiences in People’s Commune period,to analyze problems at this stage,to predict the development trend,this paper gives some suggestions on integrating government investments,deepening the reform of property rights system,encouraging the constructins of water cooperation economic entities,safeguarding the rigits and interests of water,improring water price policies,and raising the service level of irrigation maugement,etc.
