The quality of German higher education has declined since the massification of higher education, many problems in higher education were resulted from the secondary education stage. Therefore, Germany began to analyze the quality of higher education from the angle of the transition between high school and university. Humboldt University of Berlin has innovatively developed a multi-disciplinary, whole-process, and all-round transition system between high school and university mainly through cooperating with local secondary schools, transforming Abitur scores into university scores, and special grades and guidance of choosing majors.
