Because of the dual identity of minor and individual with disabilities, to some extent the realization of individuals with disabilities’ rights to education depends on the exercises of the educational rights of their parents. American act and its relative statues on the education of individuals with disabilities have made specific and definite education rights entitled by the parents of the individuals with disabilities.
