20世紀初期,南非白人在勞動力市場面臨本地非洲人競爭,從成本最小化原則出發,資本家傾向于以廉價的非洲人取代白人工人,勞動力市場出現嚴重的白人失業問題。南非白人政府隨之強化種族隔離的不平等教育制度,到70年代末憑借技能優勢的白人確立了其在勞動力市場上的絕對優勢地位。與此同時,盡管有一部分非洲人進入了白人空缺下來的技術和半技術崗位,但是大量缺乏相應教育和技術培訓的非洲人陷入嚴重的結構性失業,南非勞動力市場呈現出不平等的種族主義分層。南非勞動力市場的種族分層的形成不是市場經濟運行的自然結果,而是白人政府推行種族隔離教育制度的結果。

In order to minimize their costs,capitalists inclined to employ the Blacks rather than the Whites in the beginning of the 20 th century,which resulted in a grave challenge to the white workers,many of whom lost their jobs. By an apartheid educational system of the white government,the Whites get absolute advantages in the labour market by their superior human resources in 1970 s. As for the Africans,although some of them took up the technical and semi-technical posts left by the Whites, most of them are trapped in serious structural unemployment. Aracial stratification unfolds in the labour market in South Africa.
