由在梳理"三權分置"提出過程和內涵的基礎上,分析了"三權分置"和"兩權分離"的主要差異;根據"三權分置"的政策要求及水利水電工程征地補償和移民安置特點,從實物指標、征地補償對象及標準、生產安置等方面重點分析了"三權分置"對水利水電工程征地補償和移民安置帶來的影響,提出了相應的意見和建議。

Based on the connotation of the’Three Rights Division’of rural land,the difference of ’Three Rights Division’of rural land and’Two Rights Separation’was analyzed. According to the requirements of’Three Rights Division’and the feature of hydroinduced resettlement,the influence of’Three Rights Division’of rural land on hydro-induced land compensation and resettlement was studied. Furthermore,some suggestions are proposed to promote hydro-induced land compensation and resettlement.
