題名:煤炭資源枯竭型城市綠色轉型績效評價與區域差異研究

選擇16個煤炭資源枯竭型城市作為研究對象,構建了煤炭資源枯竭型城市綠色轉型評價指標體系,運用熵值法進行綠色轉型績效評價,并通過聚類分析法對每一類城市綠色轉型績效結構進行比較分析。在研究中,將轉型得分的變化率界定為轉型速度,同時引入全國平均轉型速度作為基準,對城市的轉型速度進行了對比分析,并選取其中兩座典型城市做了進一步的評價。結果表明:(1)不同城市之間綠色轉型績效差別很大,一些城市的綠色轉型取得了比較明顯的進展,相對而言有的城市轉型效果不佳。(2)不同類型城市的經濟轉型績效、社會轉型績效和環境轉型績效存在明顯的不平衡,綠色轉型績效的結構差異與各個城市轉型路徑的選擇密切相關。(3)從經濟轉型速度來看,除了遼源之外其他城市都低于全國平均增長速度;從社會轉型速度來看,所有城市的社會轉型速度都低于全國的平均水平;從環境轉型速度來看,各個城市差異較大,有半數城市環境轉型速度好于全國平均水平。(4)綜合來看,僅有棗莊、焦作、韶關綠色轉型速度快于全國平均速度,這說明煤炭資源枯竭型城市在綠色轉型進程中普遍較慢;從煤炭資源枯竭型城市內部對比看,棗莊綜合轉型速度最高,轉型相對最快,而阜新、撫順、雙鴨山轉型速度弱于其他城市最多,顯示出轉型相對較慢。基于上述結果,本文對中國煤炭資源枯竭型城市的綠色轉型提出以下三點建議:(1)找準城市定位,發揚自身優勢。(2)政府為城市轉型需要提供充分的政策和資金支持。(3)城市應逐步地推進轉型,盡量減少轉型對城市發展帶來的沖擊。
This research is based on 16 coal resource-exhausted cities,and devises a three-level index system for green transformation assessment of these cities. The research uses the entropy method to evaluate the performance of green transformation,and divides the cities into four categories by cluster analysis to compare their performance structure. This paper defines the rate of transition scores variation in a certain period as the transformation speed,and carries out comparative analysis with the average transformation speed of China. Then this paper chooses two typical cites and analyzes their green transformation deeply. The results show that:(1) The performance of green transformation varies greatly among different cities. Some cities have made some obvious progress in their green transformation,but some cities have not achieved satisfactory results in transformation.(2) There are obvious imbalances between the economic transformation performance,social transformation performance and environmental transformation performance of different cities. The structural differences of green transformation performance are closely related to the choices of transformation paths in various cities.(3)The economic transformation speed of all cities except Liaoyuan is lower than the average speed of China,and the social transformation speed of all cities is lower than the national average. In terms of the speed of environmental transformation,the differences among cities are quite large,and half of the cities are better than the national average.(4) On the whole,only green transformations in of Zaozhuang,Jiaozuo and Shaoguan are faster than the national average,indicating that the process of green transformation of coal resource-exhausted cities are generally slow. The transformation speed of Zaozhuang is the highest. However,the transformation speed of Fuxin,Fushun and Shuangyashan is lower than that of other cities. Based on the results,this paper proposes the following three suggestions for the green transformation of the coal resource-exhausted cities in China:(1)The cities should identify their position and exert own advantages.(2)The government should provide some policies and financial support for their transformation.(3)The cties should gradually push the transformation in order to reduce the negative shock on urban development.
