[目的/意義]當前,智能手機第三方應用程序過度收集用戶個人信息的現象較為普遍,如何通過優化用戶隱私政策的內容條款,規范應用程序對個人信息的收集使用,對保障手機用戶的合法權益至關重要。[方法/過程]以微信、淘寶等10款常用手機應用程序為研究對象,對其隱私保護政策內容進行考察。[結果/結論]十款應用程序的隱私政策在內容設置和展示形式方面均有較大調整,但在合規性及可操作性上稍顯不足。為有效保障智能手機用戶隱私安全,應當完善第三方應用程序的審核流程、建立統一的隱私保護標準,同時充分發揮行業自律的引導作用,構建體系化的隱私條款管控機制。

[Purpose/significance] The convenience of using third party application in smart phones exacerbates the risk of over-collecting personal information. It is of great significance to safeguard the legitimate rights and interests of smart phone users by upgrading the content clauses of user privacy policies and standardizing the collection and use of personal information by applications. [Method/process] Ten mobile phone applications,such as We Chat and Taobao,are selected as research objects,and their privacy policies are investigated. [Result/conclusion] The privacy policies of the ten applications adjust greatly in content setting and presentation format,but are insufficient in compliance and operability. In order to effectively protect the privacy of smart phone users,it is necessary to improve the review process and establish uniform privacy protection standards of the third party application.Meanwhile,it should give full play to the guiding role of self-discipline in the industry and establish a systematic privacy policy control mechanism.
