在清前期,西南邊疆的民族政策是一個動態變化的過程。從順治朝的"柔遠撫綏",到康熙朝的"恩威并施",再到雍正朝的"改土歸流",可謂環環相扣,層層深入。在逐步實施政治措施的同時,清政府又輔以長時段的"文化治邊"舉措。這種民族政策的動態變化,使清朝對西南邊疆土司地區的治理發生了從羈縻到直轄的轉變,并將西南邊疆牢固地系隸于中國版圖之中。

The ethnic policies of southwest borderland in early Qing Dynasty were a dynamic change. From the"pacify policy"of Shunzhi Dynasty to the"temper justice with mercy"of Kangxi and the"chieftain reform"of Yongzheng,which was described as a chain,layers of depth,at the same time with the long time"the cultural management of borderland". The dynamic ethnic policies changed Qing Dynasty’ s policy of mollification into direct-controlled municipality and firmly kept the southwest frontier as a part of the country.
