在民族地區新型城鎮化的進程中,政府治理面臨著鄉村貧困向城市轉移的問題、傳統城鎮化遺留的治理問題、新型城鎮化凸顯的治理問題以及農村人口市民化的治理問題。政府治理轉型的重大舉措是完善農村土地產權全能制度、健全社會利益矛盾化解機制、完善農民工就業轉型協同治理機制、構建各民族和諧發展的利益共享機制。

The government is confronted with such problems of governance as the rural poverty transferring to cities, problems left by the traditional urbanization and the new ones, and citizenship of the rural population in the process of new urbanization in ethnic areas. Major measures of the transformation of government governance include improvements of the all-round land property right system in rural areas,the mechanism of resolving interest contradictions in the society, the cooperative governance mechanism for transformation of the peasant workers’ employment and the benefit-sharing mechanism of the harmonious development of the nationalities.
