為提高軍隊各部門數據資產管理意識,借鑒國內外成熟度相關理論思想,在重點介紹卡內基·梅隆大學提出的數據管理成熟度模型和分析軍事數據管理存在問題基礎上,根據軍事數據管理現狀和特點提出軍事數據管理成熟度模型架構,分析軍事數據管理成熟度模型應測度6個能力層面和25個能力項,最后對實施軍事數據管理成熟度模型的意義進行簡要概括,旨在幫助軍事數據戰略制定者從管理層面評估軍事數據成熟度水平,促進軍事數據管理和應用。

In order to enhance the awareness of data asset management in various military departments and to learn from the relevant theories of maturity at home and abroad,this paper firstly will emphasize on the data management maturity model proposed by Carnegie Mello University and analyze the problems existing in the military data management.Then according to the current situation and characteristics of our military data management,the paper will further put forward a maturity model structure,which should measure 6 capability levels and 25 capability items.Finally,the significance of military data management maturity model is briefly summarized,aiming at helping military data strategy developers assess military data maturity from a management level and promoting military data management and application.
