在當代中國鄉村治理實踐中,農村有線廣播網、電視和新媒體都屬于最為重要的媒介,它們在歷史上先后出場,并在當下處于共存狀態。農村有線廣播網是與國家政權下沉和農村集體化相配合的媒介形式,它在增強國家政權鄉村治理能力的同時,卻未給同樣作為治理主體的鄉村民眾賦予太多力量。電視賦予中央國家機構較為強大的治理力量,同時又造成各治理主體的分化和力量失衡。新媒體為各級國家機構、鄉村組織和鄉村民眾都提供了在鄉村治理場域發揮作用的"平等"機會,但它塑造的網絡化治理結構并不穩定。在把握三種媒介的特性及其對鄉村治理結構影響的基礎上,借助"電視-縣級融媒體中心"這種組合鞏固國家在鄉村治理結構中的主導和支配地位,運用"有線廣播-社會化媒體"這種組合賦能鄉村組織,采用"人際傳播-社會化媒體"這種組合幫助鄉村民眾成為主動、有力的鄉村治理主體,如此,各鄉村治理主體在力量對比上便可達到相對平衡的狀態。

In the practice of rural governance in the People’s Republic of China,rural cable broadcasting network,television and new media are all the most important media.They have appeared successively in history and coexist at present.Rural cable broadcasting network was a media form that matched state power’s reaching the grass roots and rural collectivization.It enhanced the rural governance of the state,but did not give much power to the rural people who were also the main body of governance.Television gave central government agencies more power,but at the same time caused the differentiation and power imbalance of various governance subjects.New media provide "equal" opportunities for state institutions,rural organizations and rural people to function in the field of rural governance,but the structure of network governance it shapes is not stable.On the basis of grasping the characteristics of the three media and their influence on the rural governance structure,with the help of the combination of "TV and county integrated media center",the leading and dominant position of the state in the rural governance structure is consolidated;the combination of "cable broadcasting and social media" is used to empower rural organizations;and the combination of "interpersonal communication and social media" is used to help rural people become an active and powerful main body of rural governance.In this way,the main bodies of rural governance are likely to achieve a relative balance in terms of power comparison.
