清康熙三十五年(1696),在和碩特部派駐打箭爐營官不斷干涉早已歸附清的打箭爐土司事務并侵占其地的情況下,康熙皇帝下令四川巡撫于養志等會同和碩特部營官查勘打箭爐地界。于養志回避實質,敷衍失職,隱瞞真像,查勘一事結束后,矛盾不僅未能消除,而且留下了禍根。幾年后,局勢惡化,在和碩特部不斷奪地并打死打箭爐土司的情況下,清中央政府決定對康區東部政策進行調整,于康熙三十九年至四十年(1700——1701)出兵,以武力驅逐和碩特部,將康區東部納入直接控制范圍。

In the 35 th year of Kangxi’ s reign( 1696),the officer of Heshuote tribe stationed in Dajianlu made constant interference into the affairs of Dajianlu ’ s Chieftain and seized land. Under these circumstances,Emperor Kangxi ordered Yu Yangzhi,the governor of Sichuan,to survey the land boundaries of Dajianlu together with the officer of Heshuote tribe. Yu Yangzhi evaded the issue,flirted with his duty and hid the truth. When the survey was over,he not only failed to solve the problem,what was worse,he sowed the seed of troubles. A few years later,the situation deteriorated. After Heshuote tribe seized more land and killed Dajianlu’ s chieftain,the Qing central government decided to make policy adjustment in eastern Kham area. During the period from 1700 to 1701,Kangxi sent troops to drive out Heshuote tribe by force and put this area under his direct control.
