近年來,雲南藏區已有農民進城務工,城鎮化的核心是農民的市民化,影響農民工進城定居的因素是制約城鎮化進程的直接原因。為了分析影響雲南藏區農民工進城定居的因素,本文以對迪慶州香格里拉縣與德欽縣413位返鄉過節農民工的問卷調查為基礎,客觀描述和分析了影響雲南藏區農民工進城定居的因素:農民工文化程度越高,進城定居的意願更強;就業單位的穩定性,對農民工進城定居的意願有顯著影響;就業單位提供五險一金的狀況,也直接影響農民工進城定居的意願;城鎮配套設施及勞動力吸納能力也影響該區域農民工進城定居的意願,等等。進而提出了大力提高進城務工人員的文化素質和職業技能;加強農民工社會保障制度建設與督查;創新體制機制,提升進入能力,降低進入成本;統籌規劃,促進產業開發與新型城鎮化的良性互動等對策建議。

In recent years,with farmers in Tibetan-inhibited areas of Yunnan Province started to move into cities,citizenization of the farmers has become the core of urbanization,and the factors influencing the settlement of migrant workers in cities are the direct reasons to hinder the process of urbanization. Based on questionnaires of 413 migrant workers who returned home for the Spring Festival in Shangri-la County and Deqin County of Diqing Prefecture,this paper,makes an objective description and analysis of the factors.They are: 1) migrant workers with higher educational level have stronger desire to settle down in cities; 2)the stability of employment units has significant influence on their desire for settlement; 3) social insurance provided by employment units has direct influence on their settlement desire; and 4) urban facilities and labor absorptive capacity also influence their settlement desire. Suggestions are put forward to improve cultural quality and vocational skill of migrant workers; enhance construction and supervision of social security system for them; innovate system mechanism; increase their ability to settle down in cities; decrease the cost and make an overall planning to promote industrial development and benign interaction of a new-typed urbanization.
