人文資源是一帶一路戰略實施中的重要資源。一方面，一帶一路具有深厚的人文內涵，需要利用人文資源加強戰略共識，促進國際合作。另一方面，通過人文資源開發可以推動民族地區的產業轉型，促進可持續發展。在一帶一路的戰略背景下 ，地方政府應樹立新的資源觀和發展觀，培養相關人才，重視人文資源的開發規劃，建立國際國內資源開發合作機制;中央政府應加大財政扶持，設置相關機構，引導建立民間文化社團，促進民間文化交流，從國內、國際和民間社會三個層面推進一帶一路戰略。

Humanistic resource is an important one in the implementation of the Belt and Road Initiative. On the one hand ，there are profound cultural connotations along the Silk Road Economic Belt and the21 stCentury Maritime Silk Road. It needs to take advantage of humanistic resource to strengthen strategic consensus and promote international cooperation. On the other hand,the exploitation of humanistic resource can promote industrial transformation of ethnic areas and sustainable development. In the context of the Belt and Road Initiative,the local government should establish new concepts of development and resource,train talents needed,pay sufficient attention to the planning of humanistic resource development ，and establish mechanisms for international and domestic resources development and cooperation. The central government should increase financial support,set up relevant institutions to guide the establishment of civil cultural organizations,and promote folk cultural communication. The Belt and Road Initiative should be pushed forward from the three levels of domestic,international and civil society.
