清朝初期,統治者重視對西藏地區的管理,并制定了以"藏人治藏"為主要特征的管理措施。清初統治者實行的西藏管理措施主要包括:授權蒙古和碩特汗王間接管理西藏;授權西藏貴族,由其直接對西藏實行管理,與此同時,隨著對西藏治理的不斷深入,與西藏地區實際情況相適應的一套政治體制逐漸形成。
