立足於基礎組織理論,結合我國政府組織間關係的現實,本文建構了政府間權責關係配置的基本框架。政府組織與企業不同,具有自身的權責類型,權威體現為汲取與產出兩個維度,責任則通過監督與問責的方式和來源得以呈現。作為單一權威制國家,我國既不同於聯邦制,更不同於極權機制,地方或下級政府具有有限自主性,政府組織間權責配置具有不清晰、連帶,以及向上負責和責任易轉嫁等特徵。在此基礎上,本文統合了"中國式聯邦制"、"錦標賽"等假說,釐定其解釋邊界,以提出既契合我國特殊性,又對一般理論有挑戰和貢獻的假說。為了解釋自上世紀90年代中期以來的政府組織間關係變遷,"項目制"研究勃興,但尚未從組織角度展開深入思考。本文闡明"項目制"的權責配置類型,以及其變遷背後的制度背景。它讓我們將視野投向討論很少的"條條"間關係,主要體現為不同於M型和U型的"條條"競爭和縱向互倚。
