許多組織在遭遇資訊系統(IS)失敗之後,由於種種原因,往往必須持續投入系統建置的工作。然而,失敗的經驗不但會影響人們對IS的理解與詮釋,更可能因而衝擊到後續的建置活動,因此深入瞭解組織成員在歷經IS失敗之後,在接續的專案當中,他們是如何看待IS,對於後續IS的建置,甚至是系統的成敗,便顯得格外重要。
本研究乃以科技框架(TF)理論為基礎,針對一家經歷過IS失敗的個案學校,觀察其在失敗前後的兩次委外過程中,不同關鍵群體對於IS的認知發展過程,亦即TF的建構與重構過程。研究發現,在IS失敗之前,各群體之TF,尤其是使用者,明顯有較高的可塑性,但是在經歷IS失敗之後,使用者的TF便急速僵化,群體之間產生TF「不可共量」的現象,因此造成第二次委外一開始,各群體即衝突不斷,而組織所採取的TF重構措施,亦無法產生效果,專案因而嚴重延宕。
本研究在理論上的貢獻主要有二:(1)增進TF理論內涵,包括發展出「科技之組織價值」、「IS發展策略」與「IS發展能力」三個TF構面,以及歸納出IS失敗情境下TF的發展階段模式,並將組織研究中常用的框架重構技術,應用於TF的重構;(2)擴充TF理論的解釋力,將TF分析應用於IS重複失敗。實務上的貢獻,則是協助那些經歷IS失敗,但又必須持續投入IS建置的組織或新專案團隊,能夠深入瞭解IS失敗對組織成員心理上的負面衝擊,以減少後續專案推動的抗拒與衝突,避免再掉入IS失敗的泥淖。
