題名:少年施用毒品對暴力行為影響與對策之研究

近年來,臺灣少年毒品使用之種類趨於多元,從安非他命及愷他命至近期發現新興精神活性物質卡西酮類調製合成咖啡包,從諸多文獻發現毒品與暴力行為具有相關性,為此,藉由少年毒品施用影響暴力行為研究,據以了解政府機關目前相關因應防處作為是否能發揮具體成效,俾供未來預防宣導及相關輔導工作能有所調整因應。
本研究方法採文獻分析法、深入訪談法及實務機關焦點團體座談法,透過少年施用毒品及暴力行為成因及關係等文獻,探討該二種行為成因之相關差異性及關聯性等資料,以為防制少年施用毒品及暴力行為之理論基礎與架構可操作性概念實施研究,訪談實施時間自2020年12月起至2021年3月止,對象為雙北地區少年,總計8名受訪者,實務焦點團體座談對象為各相關領域實務工作者計7名。
為增加本研究之信、效度,以三角檢測法,將訪談稿、文件分析、田野札記佐以省思備忘錄,反覆從不同的故事敘說中,取得少年主體和研究者間對施用毒品與暴力行為詮釋對話等資料加以比較,分析異同,藉多元式的資料蒐集,尋找一致性,以及敘說內容所呈現的整體感,以做到資料交叉相互檢核印證。
研究結果發現少年施用毒品相關的歷程、觀點及原因,與生長環境、社會及文化背景息息相關,少年較常使用的毒品以咖啡包及愷他命居多,這些毒品在不良同儕中極易取得,少年本身對毒品施用掌有自主權,毒品施用及內在情緒均可能對暴力行為產生影響,而施用毒品易造成情緒失控,間接產生暴力行為,此外,影響少年施用毒品及暴力行為共同因素均為不良同儕,而學校監督、主要依附者關心及少年司法約束均為少年施用毒品及暴力行為共同保護因子。根據研究發現,本研究提出建議如下:
一、協助施用毒品少年家庭培養親職能力。
二、輔導專業人員毒品預防知能提升。
三、中離生偏差行輔導由專責機構負責。
四、反毒宣導教育視對象差異宜有所區隔。
五、由成人陪伴少年從事正當休閒娛樂。
六、司法體系應成為社政體系後盾,並有效整合行政機關資源。
七、增加少輔會及學校輔導人力及經費。
八、指派少年警察隊專責協助學校斷絕偏差學生校外不當交往連結關係。
For the past few years, teenage drug abuse in Taiwan has tended to comprise amphetamines, ketamines, new psychoactive substances, and cathinone in powder form. Considerable research has shown that these drugs can lead to violent behaviors. Hence, the present study investigates the potential for violence stemming from teen drug abuse, to evaluate government policy and provide a more effective means to promulgate it.
Document analysis, in-depth interviews, and focus groups were the research methods used in the study. The correlations between teen drug abuse and violence are discussed; the adequated research scheme are further derived through literature reviews.
Seven experts join the focus groups and eight teenagers were interviewed in Taipei City and New Taipei City, from December, 2020 to March, 2021. To bolster its credibility, triangulation is employed to analyze the transcripts, documents, and field notes of each interview. We compared and contrasted the findings of drug abuse and violent behaviors from the experts and teens viewpoints. To quantify the results, the author further cross-analyzed and assessed the consistency among various data.
The results indicated that teen drug abuse corresponded with a changing environment, society, and cultural background. The primary drugs used by the teens were ketamine and cathinone in powder form, which were accessible from negative peer groups. School drug policies, attention from primary caregivers, and juvenile justice are important factors of protection for teen drug abuse and violent behaviors.
According to the results, the following advice are offered:
1. Help families with drug-abusing teens to foster their parenting skills;
2. Raise the drug prevention expertise of counselors;
3. Make available specialized institutions that counsel drop-out students;
4.Differentiate and separate audiences for anti-drug education;
5.Accompany teenagers to proper leisure activities;
6.Juvenile court should be a powerful backup for parents and schools, and could help to integrate the resources of administrative agencies;
7.Increase the budgets for Juvenile Guidance Committees and school counselors;
8.Assign Juvenile Affairs Brigades to help schools deal with students who have inappropriate relationships outside school, with a view to reducing deviant teenage behaviors.
