社會資本通常被認為是一種基於人與人之間的關係所形成的資源,成員之間形成了網絡以及指導行動的規範,而後又衍生出信任等的特徵;這樣的網絡與規範能夠被用來追求集體利益,進而促成彼此之間的互惠與合作。當社區成員之間建立起穩固的網絡以及高度的信任時,便能使社區採取行動處理內部或外部的問題或變化。而社區成員若要具備解決問題的能力,就需要社區整合學習資源,提供無所不在與無時無刻的學習環境與機會,強化社區居民的競爭力。地方文化產業的推動除了以文化產業為基礎外,仍需要透過持續不斷的學習方能激發創意,提供居民一個互動與學習的場域。
因此本研究以新港香藝文化園區為例,探討香藝文化園區如何建構及提升社會資本並促進地方文化產業的發展;香藝文化園區如何設計社區學習活動並促進地方文化產業發展;社會資本與社區學習如何相互促進地方文化產業發展。本研究以個案研究作為研究設計與途徑,運用文本分析以及深度訪談取得初級資料進行探討。根據分析結果,本研究得出以下結論:香藝文化園區建構並提升多面向的社會資本;社會資本與社區學習之間會相互影響與促進;社會資本與社區學習能夠相互提升地方文化產業的發展。最後提出建議以供相關單位及後續研究參考之用。
Social capital is often thought of as a resource based on interpersonal relationships. The formation of networks among members and the norms that guide actions, which in turn give rise to characteristics such as trust. Such networks and norms can be used to pursue the collective good, leading to reciprocity and cooperation among each other. When strong networks and high levels of trust are established among community members, the community is able to take action to address internal or external problems or changes. The ability of community members to solve problems requires that the community integrate learning resources. That is, community learning can provide learning environments and opportunities that strengthen the competitiveness of community residents. The promotion of local cultural industries is not only based on cultural industries, but also requires continuous learning in order to stimulate creativity and provide a venue for interaction and learning for residents.
Therefore, this study takes the Singong Incense Artistic Cultural Garden as an example. This study investigates how it constructs and enhances social capital and promotes the development of local cultural industries; how to design community learning activities and promote the development of local cultural industries; how social capital and community learning can promote the development of local cultural industries. This study uses case studies as the research design and approach, and uses in-depth interviews to obtain primary data for the study. Based on the results of the analysis, the study concludes the following conclusions: The Singong Incense Artistic Cultural Garden constructs and enhances multi-directional social capital; social capital and community learning influence and promote each other; social capital and community learning can mutually enhance the development of local cultural industries. Finally, recommendations are made for the reference of relevant units and subsequent studies.
