自1992年聯合國氣候變化綱要公約通過生效以來，美國一向十分積極參與有關全球氣候變化之國際諮商會議，試圖建立一個有效因應全球暖化威脅之國際管理機制。2001年3月，新上任不久的小布希總統表示反對支持京都議定書。其後，美國不支持批准京都議定書的氣候變化政策絲毫沒有出現改變的跡象。出席2001年7月在德國波昂舉行的第六屆聯合國氣候變化綱要公約締約國大會續會(COP-6PartII)，以及2001年10月29日至11月9日在摩洛哥瑪拉克什市舉行的，第七屆締約國大會(COP-7)全球氣候變化諮商會議的美國代表，一再表示美國不支持京都議定書，認為此議定書不是一個合理的國際氣候變化政策。本文主要目的在於探究小布希總統的氣候變化政策。

　　　　　Since the entry into force of the United Nations Framework Convention on Climate Change(UNFCCC) in 1992, the United States has been participating actively in the international negotiations on climate change issues. The United States intended to establish an international legal regime to address the threat of global warming. In March 2001, the newly elected U.S. President, George W. Bush announced his opposition to the ratification of the Kyoto Protocol, adopted in 1997. There is no sign of changes regarding the U.S. policy. The U.S. delegation reiterated the position when attending the COP-6 Part II and the COP-7, held in Bonn in July 2001 and in Marrakech in October 2001, respectively. It is because of this U.S. position that the Kyoto Protocol is not a sound international climate change policy. This article examines the climate change policy of the U.S. under the Bush administration.
