Since Taiwan does not produce any wheat, the flour producers have to import wheat form abroad and must pay high transportation costs. Generally speaking, the scale economy of wheat import is far above the need of any single flour firm. Thus, it is imperative for TFTC to allow flour firms to procure and ship wheat jointly. For the medium term, it is suggested that the flour firms be divided into several subgroups to procure the wheat so as to ensure market competition. For the long term, this paper proposes that the deletion of the import cartel exemption provision and the addition of the joint-procurement regime for small and medium undertakings be considered.
