各國民主政治運作時與金權的微妙互動關係，莫不引起世人關注。雖然民主先進國家莫不制定嚴格的規範，但仍不時出現遊走在法律邊緣的案例，這些官商間的負面關係，輕則影響個別政治人物的聲望及職位，重者動搖民眾對民主制度的信賴感。而台灣在族群問題及民主轉型原因下，更是無法逃離金權政治的影響，因此，如何打造一個兼顧台灣政治生態以及可行性的政治獻金規範，便格外的重要。

Interactions between political operations and timocracy have recently come to the attention of the world. Despite the fact that democracies exhort much effort in restraining this through regulations, cases still exist where legal loopholes are found and exploited. Such relationships between businesspeople and political officials can very well negatively affect the latter’s reputation and shake the people’s confidence in democracy. It is especially difficult to rid Taiwan of timocracy due to her nature as an ethnically Chinese nation, as well as having yet to fully consolidate her democratization. Therefore, it is of utmost importance to give consideration to both Taiwan’s political situation and feasible regulations regarding political donations.
