Ever since the curriculum reform was carried into execution, there has always been a fact which we neglected or denied to face, that is the knowledge industry groups represented by publishing companies have played extremely important roles in the development of new curriculum reform. This research selects the transform of textbook markets as the representative of market power. By analyzing relevant policies, the holistic development and structure of textbook markets and competitions of different interest groups which includes bookmen, publishing companies and governments, the author demonstrates that the knowledge industry group not only advance but also influence the development of new curriculum reform in China. The author also points out that is distempered market and legal system, too much emphasis on economic interest may lead the reform the wrong way.
