本文敘述高雄市政府以土地使用變更、認養港灣空間、提供優質綠色公共空間、自行車道及文化展演活動等調節式手法，搭配爭取國家級文創、展覽、觀光、交通等五大建設的投入，逐步將高雄港商港功能移至外港所釋出的港灣腹地，打造為國際港灣城市的願景與實踐，逐步提升城市經濟發展、提升高雄國際能見度，並兼顧世代間公平。

This article describes about Kaohsiung city government reuse its lands, adopt bay area space, provide quality green public area and bike route, and perform cultural events with national level construction on creative cultural ideas, exhibitions, tourism, and transportation to incrementally moved the business of the Kaohsiung port to outer land. Those events are done in order to make Kaohsiung an internationalize harbor City, and gradually improve the urban economic development, raise the visibility of Kaohsiung in the worlds, and achieve the fairness between generations.
