2013年立法會選舉業已結束，順利產生 14名直選議員。本研究以直選議員的參選政綱中陳列的相關議題和書面質詢宗數的相關度分析的效能值為標竿，分析直選議員是否透過書面質詢兌現競選承諾，探討政綱議題和書面質詢會否對立法會選舉得票數量產生影響。

There are 14 newly elected deputies in the direct election constituency in the 2013 Legislative Assembly election. This paper makes use of correlation analysis among their manifestoes and written questions made within the Assembly to analyse whether the elected deputies had fulfilled their promises in the manifestoes through written questions to the Government, as well as to explore the effects on the number of returns due to the inclusion of certain issues to the manifestoes and written questions.
