Certain mini-economies of the world, such as Singapore, Luxemburg and Hong Kong, had performed well and achieved successfully in economic development. In Hong Kong, the economic structure had been adjusted through cooperation with the Mainland, which played a moderation role during the process, while focusing on efficiency and fairness. In Luxemburg, competitive industries were selected based on its regional development advantage. Industrial transformation and upgrading were realised through cluster effect, and economic diversification was promoted with the dominating industry as the foundation. In Singapore, the strategies of “bringing in” and “go global” were insisted and had focused especially on capacity building of professionals and technical innovations during the adjustment process. These experiences provide reference to the moderate economic diversification of Macau, which itself is also a mini-economy.
