Human society was built and constructed by many kinds of relations, thus the interactions between people are almost influenced by these relations. For above reason, if we want to achieve some goals, we will sometimes consider using the proper network of relations, the same in military affairs. After conducting counterinsurgency missions for many years in Middle East, the U.S. military have learned many lessons, especially understood the importance of relation-building in completing military tasks. Based on the lessons learned, the U.S. Army has developed a lot of concepts, the most concerned is " Key Leader Engagement (KLE)". This paper aims to analyze the logic and effect of KLE, and help the R.O.C. Armed Forces to develop related concepts. This study found that: it is an inevitable trend to use KLE activities to resolve the war of ideas; second, by using relation-building and KLE actions, the military can reduce tensions and hostilities; third, for winning the hearts and minds of the target audience and the war of ideas, KLE is useful; fourth, KLE can help gathering information and intelligence for the commanders in decision-making process; finally, facing the pressure of defense budget cut down, the U.S. military must find an effective way to conduct and complete missions.
