美軍在中東地區執行反叛亂任務，經過許多的經驗與教訓之後，得 知關係建構對軍事任務成功的重要性，從而發展出許多的概念，其中最 為受到重視的是「關鍵領導者交往」（Key Leader Engagement），基此， 本研究主要探討美軍此一概念與行動的理則及作用，並援引做為國軍發 展相關工作之借鑑。研究發現，美軍發展與執行「關鍵領導者交往」概 念處理理念類型的衝突，已經是一種趨勢；其次，這些關係建構的作為， 可有效降低或化解敵意，減緩衝突的規模與強度，甚或使任務順利遂行 及贏得戰爭；再者，交往活動也可獲取相關的情報資訊，有利指揮官行 動的決策；最後，這也是美軍在面對國防預算刪減壓力且須達成任務時 的因應作為。

Human society was built and constructed by many kinds of relations, thus the interactions between people are almost influenced by these relations. For above reason, if we want to achieve some goals, we will sometimes consider using the proper network of relations, the same in military affairs. After conducting counterinsurgency missions for many years in Middle East, the U.S. military have learned many lessons, especially understood the importance of relation-building in completing military tasks. Based on the lessons learned, the U.S. Army has developed a lot of concepts, the most concerned is " Key Leader Engagement （KLE）". This paper aims to analyze the logic and effect of KLE, and help the R.O.C. Armed Forces to develop related concepts. This study found that: it is an inevitable trend to use KLE activities to resolve the war of ideas; second, by using relation-building and KLE actions, the military can reduce tensions and hostilities; third, for winning the hearts and minds of the target audience and the war of ideas, KLE is useful; fourth, KLE can help gathering information and intelligence for the commanders in decision-making process; finally, facing the pressure of defense budget cut down, the U.S. military must find an effective way to conduct and complete missions.
