Through a comprehensive analysis of Taiwan's legislative and societal frameworks, it is evident that Taiwanese society is poised to embark on a trajectory guided by the principles of "gender equality" and "gender mainstreaming" across cultural, social, economic, educational, legal, technological, and political spheres. Taking the example of the development landscape of Taekwondo in Taiwan, the author discerns notable transformations on both institutional and operational fronts. Within the domain of Taekwondo sports in Taiwan, a discernible shift is observed in response to the gradual global and societal prioritization of "gender equality" and "gender mainstreaming" issues. This evolution moves away from the erstwhile emphasis on notions such as "medal dominance," "male prowess," and "martial excellence." The cultural ethos has progressively shifted towards the development of values like "competitive strength," "female empowerment," and "spiritual resilience." Additionally, there is a growing emphasis on the potential realization of "gender equality" - a focus on gender-neutral considerations and differences. This involves integrating the concept of "gender mainstreaming" into the ambient environment of Taekwondo sports culture, thereby reshaping the cultural expression of the "Taekwondo practitioner" - a paradigmatic evolution in development. To further align the cultural milieu of Taiwanese Taekwondo with the objectives of "gender equality," placing a heightened emphasis on "gender differences," and fostering a deeper understanding of the inherent qualities of resilient "Taekwondo practitioners," active engagement with the opinions of women and individuals of diverse gender identities is imperative. Only through this inclusivity can the cultural environment expand both in breadth and depth. Such an inclusive approach is considered a vital prerequisite for advancing the gender equality movement, accentuating diverse martial arts and sports development needs within the context of gender distinctions. Consequently, it stands as an essential condition for expanding the participant base within the domain of Taekwondo.
