本文之直接目標在為全國教育長期研究(longitudinal study)的抽樣資料 (sampling data)摧生;間接目標在推動建立包含各個教育層級(幼兒教育、小學教 育、國中教育、高中職教育、大學或專上教育、成人教育、碩博士教育)的全國 「教育研究資料庫」(Database for Educational Research)。 「1995台灣教育長期研究(Taiwan Education Longitudinal Study of 1995:TELS:95)」的 計劃目標則有二:直接目標是建立台灣地區第一個綜合性的教育長期研究資料 庫，間接目標則是在為上述的教育研究資料庫催生。這樣一個涵括四組訪問對象 (學生、家長、教師、學校)和跨越六年時間的計劃，顯然非個別型研究計劃可獨 立完成。而應以整合型計劃來完成。 如國內第一個全國性教育長期研究資料得以建立，則不但在學術上有助探討台灣 地區各種教育因素之間的因果(cause-effect)關係，在實務上有助評估各項有關的 教育政策和提昇教育決策的品質，在效果上則為建立全國性的「教育研究資料庫」 跨出第一步。

　　　　　The long-term purpose of this project is to develop the Database for EducationalResearch which will encompass each school ladder, including Early Childhood 'Elementary 、 Secondary 、 Vocational 、 Post-secondory and Adult Educations. The shortterm purpose is to establish a national sampling data of longitudinal study ineducation. Researchers, educational policy-makers, and scholars will participate in researchdesign. Key research issues, conceptual framework for data collection, and key itemsfor each questionnaire component will be discussed by the participants. This preliminary study will set a base for the projected Taiwan EducationalLongitudinal Study of 1995 (Project TELS:95). Should the Project TELS:95 beaccomplished, will in theoretical offer scholars a great opportunity to get betterunderstanding on issues of cause-effect relations among various educational factors inTaiwanese society, and in practical give educational policy-makers a solid base forevaluating and revising relevant educational policies.
