電子期刊的出現對圖書館界、出版界及學術界都造成極大的震撼。對 圖書館的資訊服務更造成莫大的挑戰。因此本文希望藉由電子期刊出版的著作權 問題、經濟模式、許可協議等議題，檢視電子期刊的發展對圖書館所帶來的衝擊。 最後，以維吉尼亞理工學院為例，其電子期刊納入館藏的成功經驗，作為國內圖 書館往後因應參考之依據。

　　　　　The publication of the electronic journals is a great shock to the libraries, publishers andacademic circles and a tremendous challenge to the information service on the part of thelibraries. Therefore, it is hoped that through a review of the copyrights, economic models fornetworked information, and license agreements in the publication of electronic journals therewill be an understanding of the impacts on the libraries by the development of the electronicjournals. For illustration the successful experiences in the inclusion of electronic journals, forlibrary collections at the Institute of Technology of Virginia in the United States aredescribed for the reference of our libraries in the operation in this aspect in the future.
