本文為慶祝國家圖書館六十三年而寫，分析國立中央圖書館之更名以及近日頒佈之組織條例，就新頒組織條例與上屆立法委員所修正之國立中央圖書館組織條例，加以比較檢討國家圖書館之位階及員額。

　　With this article, the author congratulates the 63th anniversary of the National Central Library, analyzes the dilemma caused by the change of its Chinese name into National Library and compares the recently proclaimed organizational statutes of the Library with those proposed by the legislators in 1991. Suggestions on the realistic upgrading of the Library's status, of the librarians' positions and the increase of library staff are made in the conclusion.
