對於公共政策學者而言，政策分析的倫理議題在公共政策研究領域裡的地位日益重要。本文即試圖有系統的探討政策分析專家倫理的全貌，其中所處理的包括下列三項核心議題：(1)政策專家的職業倫理；(2)政策專家與顧客之間的倫理關係；以及(3)政策專家對第三者的義務與責任。本文分析的焦點在於探討政策分析人員在政策過程中所可能遭遇的兩難情境。最後，我們在即與中歸納出政策專家的倫理準則，並指中政策專家在民主社會中應扮演的角色。
For the students of public policy, the ethical issues in policy analysis have become increasingly important in the study of public policy. This paper attempts to systematically characterize a comprehensive map of the ethics for policy analysts, dealing with three core issues in policy analysts' ethics: (1) the professional ethics for policy analysts; (2) the ethics in the relationships between policy analysts and c1ients; and (3) the analyst's obligations to the third party. The focus of this paper is to explore the dilemma that policy analysts may possibly face in the policy process. As a result, we make a conc1uding remarks with regrads to the ethical principles for policy analysts, pointing out the role policy analysts should play in the democratic society.
