For the students of public policy, the ethical issues in policy analysis have become increasingly important in the study of public policy. This paper attempts to systematically characterize a comprehensive map of the ethics for policy analysts, dealing with three core issues in policy analysts' ethics: (1) the professional ethics for policy analysts; (2) the ethics in the relationships between policy analysts and c1ients; and (3) the analyst's obligations to the third party. The focus of this paper is to explore the dilemma that policy analysts may possibly face in the policy process. As a result, we make a conc1uding remarks with regrads to the ethical principles for policy analysts, pointing out the role policy analysts should play in the democratic society.
