國際貨幣的使用不僅僅是一種自然的市場現象,還有賴于堅實的國際政治基礎。英鎊、美元、歐元和日元這四種主要國際貨幣的歷史經驗和教訓表明,強大的貨幣伙伴網絡和有利的國際制度體系,是國際貨幣形成穩固地位的兩大國際政治基礎。作為一種后發貨幣,人民幣欲崛起為全球貨幣舞臺上的主要幣種,除了需要相關經濟條件之外,還需要通過政府外交力量爭取更多的貨幣合作伙伴和創建支持人民幣國際使用的國際制度體系,以夯實人民幣崛起的國際政治基礎。而無論是搭建國際貨幣的伙伴網絡還是創立國際貨幣的制度體系都是對國際貨幣發行國政治領導能力的考驗。這種政治領導能力包括基于信譽塑造的公信力、基于利益供給的向心力和基于制裁實施的強制力三個維度。相比之下,由于當下人民幣還處于貨幣崛起的初步階段,人民幣作為國際貨幣的國際政治基礎建設更加需要通過信譽塑造發揮公信力和利益供給發揮向心力。
