面對難民問題,歐盟協調各成員國制定了都柏林公約和一系列法令、條約,出臺了難民認定及處理難民事務的統一標準,設立了歐洲難民基金,建立了數字指紋識別系統,在形式上統一了歐盟各成員國的難民認定及處理程序,但由于歐盟各成員國認為難民政策是具有主權性質的專屬管轄的事務,他們不愿意將管理權限全部讓渡給歐盟,歐盟實質上尚未建立完全統一的難民政策,并未在消除難民問題產生的根源方面做出有效努力,因此在難民危機中應對乏力。在此背景下,難民問題使歐盟內部矛盾重重,對歐洲一體化的發展產生了消極影響。

In the face of the refugee problem,the European Union(EU)has coordinated its member states to develop the Dublin Convention and a series of laws and regulations,introduced common standards for identifying refugees and handling refugee affairs,established a digital fingerprint identification system,and set up the European refugee fund.The EU has formally unified its member states in refugee identification and processing procedures.However,EU member states considered the issue of refugee policy of sovereign nature,they are not willing to transfer all management authority to the EU.As a result,the EU has not yet been able to completely enact its refugee policy in a unified manner.It has not been able to make effective efforts in eliminating the causes of refugee problems.Therefore,it lacks true authority in dealing with the refugee crisis.In this context,the refugee problem has brought more conflicts among EU members and has been a negative influence in the European integration process.
