[目的/意義]近年來頻發的公共安全事件反映出我國應急管理體系的不完善,也折射出對城市公共安全數據管理的缺乏。文章旨在解決城市公共安全領域數據監管中的諸多問題,進而有效保障城市公共安全。[方法/過程]文章從"互聯網+"時代下城市公共安全保障的需求出發,將科學研究第四范式理論應用到城市公共安全領域,對城市數據的處理過程進行規范。構建了基于物聯網、云計算、No SQL數據存儲的城市安全大數據監管體系。最后提出了數據監管體系的監管職能,實現數據規范、數據質量、數據安全的管控。[結果/結論]文章為海量城市數據建立了監管體系,實現城市公共安全的智能管控,同時也擴展了科學研究第四范式的內涵。

[Purpose/significance]In recent years,public security incidents happen frequently,which reflect the problems of our emergency management system and the lack of data management in the urban public security field. This paper aims to solve the data curation problems in the urban public security field and guarantee the public security effectively. [Method/process]By analyzing the demands of city public security support under"Internet + "era,the paper introduces the fourth paradigm theory of scientific research into the data processing. A city security data monitoring system based on Internet of things,cloud computing and non-relational data storage is constructed. Finally,the function of the data curation system is put forward to control the data specification,data quality and data security. [Result/conclusion] The paper establishes a curation system for mass urban data,realizes the intelligent control of urban public security,and also expands the connotation of the fourth paradigm of scientific research.
