An overall perspective on land use collection and high-rise tendency in urban land spatial structure can supply an efficient and rational land use pattern, capable of yielding optimum benefits and environmental space quality under the constraint of limited land resources. Another contends that the collection and high-rise development patterns have increased sensitivity in the surrounding environment. The environmental impact of collection and high-rise tendency is a great diversity. Of relevant concern in environmental impact is the users'' psychology/behavioral response and value assessment. Therefore, elucidating the users'' psychology/behavioral effect from a high-rise building is a worthwhile research. In this study, we present an impact approach to assess how wind environments in high-rise building areas influence the users'' psychology/behavior. This study largely focuses on constructing an overall framework of the effect system of users'' psychology/behavior. The impact condition applied towards environmental planning and management is also briefly described. The methodology has no boundary conditions. This study not only analyzes the methodology of environmental psychology/behavior, but also proposes measurement methods for users'' psychology/behavioral effect from exterior wind environments by applying the approach of qualitative and quantitative methods. The analysis tools used herein include (1) the review of environmental behavior research methods, (2) a critique of integration methodology , and (3) a users'' behavioral effect analysis of high-rise buildings by the “integration of qualitative and quantitative method”. By doing so, we attempt to create an overall perspective for coordinating qualitative and quantitative methods with the methodology of “post occupancy evaluation”(POE). The integration methodology should be enhancing the research quality of users'' psychology/behavioral effect in high-rise building areas, particularly in the exterior wind environments. The past study is made less effort on the actual analysis of users'' psychology/behavioral effect from the exterior wind environments in high-rise buildings. In fact, the analysis context of assessing the psychological/behavioral effect is necessary. Carefully considering those affected methods would increase the control spatial effect function in high-rise buildings. This study includes the following: (1) development of compact environment and high-rise buildings, (2) characteristics of exterior wind environments, (3) actual time-space-behavior analysis, and (4) review of an actual connection system context. The concept and analysis methods of this study are (1) system analysis methods, (2) a method of behavioral observation, (3) a method of behavioral plan analysis, (4) behavioral mapping methods. Based on the results in this study, we can conclude that for the effect conditions of exterior wind environments on the users'' psychological/behavior, the response setting point between "location distance" and "quantity" is negatively related in the exterior space; its spatial distribution belongs to a centrality and collective patterns as well. Moreover, actual analysis maps can be established by the users'' psychological/behavioral effect in high-rise building areas/Taipei municipality, providing a valuable reference for urban planning analysts. Moreover, obtaining the methodology context of assessing the psychological/behavioral effect is necessary. This study includes the following: (1) development of measurement indicator on the users'' psychology/behavioral effects; (2) review and system context of measurement method on the users'' psychology/behavioral effects; (3) spatial systematization of psychological/behavioral effect degree. The concept and analysis methods of this study are as follows: (1) system analysis method; (2) application of psychological attitude scale; (3) law of comparative judgement; (4) pair-wise comparative method; and (5) regression analysis technique. Based on the results in this study, we can conclude that the physical value does not limit psychological effect value. The psychological effect value should improve the measurement of psychology response scale by the law of comparative judgement; and the effects of exterior wind environments on the users'' psychology/behavior reveal that between "psychological/behavioral effect degree" and "building height" is positively related, but between "psychological/behavioral effect degree" and "distance from high-rise buildings" is negatively related in the exterior space. Moreover, a suggestion of "performance zoning system" should be established in high-rise building areas/Taipei municipality, providing a valuable reference of urban planning and design.
