中國自改革開放後,因其高經濟成長與生活水準提升,促使其國內對高品質的醫療服務需求增加,此股巨大的需求能量,吸引外資對中國醫療服務市場的高度關注與投入。為了確保外資醫療機構在中國的投資成功,本文建構一外資醫療機構之中國區位評選模型與決策程序,讓投資者在投資前,更適當地評估與篩選出優勢投資區位。本文建構之決策程序共分為,一、建構評選模型階段:(1)以問卷調查進行中國區位評選準則篩選,再以修正式德菲法進行準則同屬性歸納與命名;(2)以專家訪談確立中國區位評選準則之網路分析結構模型。二、運用評選模型階段:(1)運用ANP法求算具相依關係之中國區位各評選準則權重;(2)運用TOPSIS法並結合ANP所求算的中國投資區位評選準則權重值,計算中國各城市替選方案績效,進行排序。最後,本文以三個熱門投資區域之城市評選為例進行模型檢測,結果發現各區前三名優勢投資區位,依序是(1)環渤海區為北京市、為遼寧大連及天津市;(2)長三角區為上海市、杭州及蘇州;(3)珠三角區為中山、珠海及廣州。本文建構之外資醫療機構進入中國區位評選模型與決策程序,可提供醫療機構投資者擬定篩選投資區位政策之參考與應用。
After China started its economic reforms, the sustained growth of national economy and the promotional standard of living activated domestic medical service demand, especially in the high quality medical services. The huge demand capacity attracted foreign investment in medical service market. For ensuring the successful implementation of medical service investments in China, the study develops a location selection model and decision processes of how ventures that is better evaluating and selecting the favorable locations to invest before implementing. The decision processes of location selection for foreign medical service ventures in China have two stages, and each stage has two parts. First stage, develop the location selection model: (1) choosing the criteria by questionnaire; inducing and naming the similar attributes form the criteria by using the modificatory Delphi Method; (2) deciding the dependency and interdependency between the factors and criteria by interview experts. Second phase, apply the location selection model: (1) calculating the weights of the criteria that have the interdependency by analytic network process (ANP); (2) combining the weights from ANP with the technique for order preference by similarity to ideal solution (TOPSIS) to evaluate and select proper city. Additionally, demonstrated in three hot Special Economic Zones (SEZs) in terms of their overall performance in terms of multiple interdependence criteria empirical studies, the findings of the three candidates for each SEZ are ranked in the order are: (1) the Bohai Sea Economic area (BSE): Beijing, Dalan and Tianjin; (2) the Yangtze River Delta (YRD): Shanghai, Hangzhou and Suzhou; (3) the Pearl River Delta (PRD): Zhongshan, Zhuhai and Guangzhou. Finally, the proposed model of location choice for direct foreign investment of medical service in China and decision processes can be conducted for investors’ reference.
