因應生態環境、社會文化、政治與經濟的全球化發展趨勢,以及台灣內部社會經濟結構快速變遷帶來的問題與挑戰,台灣的國土空間規劃應致力於提升環境變化的適應能力與競爭力。策略空間規劃強調透過建構規劃程序與決策機制展出因應內外部環境變化的空間發展策略,在歐美的實務經驗已經證實其具有處理當代複雜性規劃問題的能力。考量當代規劃師面臨著各種多樣性的議題,包括社會文化多樣性、產業經濟多樣性與生態環境的多樣性的議題,必須作妥善的因應與處理。因此,本研究以整合生態多樣性評估與策略空間規劃程序研究的重點。
為了整合多樣性評估與策略規劃程序,本研究強調多樣性是生態系統與社會經濟系統的重要的特質,與系統的穩定性與回復力有密切的關係。在都市區域中,生態多樣性受到地景變遷、土地使用管理以及都市化各種因素所影響。因此,從地景層級的生態多樣性著手進行生態多樣性的評估與空間規劃的整合,對於都市區域的永續性發展有重要的意義與價值。本研究探討策略空間規劃在歐洲重新受到重視帶來的啟示,並且藉由實務經驗與理論文獻的對話探討在台灣推動策略空間規劃的潛力與限制。本研究設計了一個整合地景多樣性評估的空間規劃架構,將空間向度的生態多樣性議題納入空間規劃程序作評估與因應。
本研究進行了一系列的地景指數計算以了解地景多樣性在都市化過程中的變化,以分析台北都會區在1971年至2005年之間地景多樣性空間型態的變化與空間差異。此部分的計算分析包括了地景多樣性指數與都市化程度的相關性,以及地景多樣性指數與其他地景型態指數的關聯性。分析結果顯示出地景多樣性與都市化程度之間存在密切的關係。
In response to the challenges of global environmental changes, political and economic globalization and socioeconomic restructuring, spatial planning in Taiwan is endeavoring to strengthen the adaptability and competitiveness for the future development. Strategic spatial planning which aims to design plan-making structures and decision frameworks to develop strategies for managing the change of internal and external environment have shown the capacity to deal the complex issues of contemporary spatial planning. The keyword “diversity” is the center of focus for this study in strategic spatial planning. Planners are confronted by the issues of social diversity, economic diversity and ecological diversity. Diversity is an important property associated the resilience and stability of ecosystems as well as socioeconomic systems. In urban region, ecosystem diversity is affected by landscape change, land use management and many other effects associated with urbanization.
This study investigates the implications of strategic spatial planning to Taiwan’s spatial planning system from reviewing planning literature on the revival of strategic spatial planning in Europe and the local experiences of applying strategic spatial planning for agricultural land resources planning. A dialogue between local experience and critics on literature is proposed to enhance the discussion about strengths and limitations of the implementation of strategic spatial planning in Taiwan. To incorporate the spatial aspects of diversity into spatial planning efforts, this study emphasized that ecological diversity at landscape level could be meaningful for sustainable urban spatial development and proposed a framework to incorporate the spatial aspects of ecological diversity into the processes strategic spatial planning.
For further understand landscape diversity in the processes of urbanization this study conducted a series analysis of landscape metrics using different dimensions to describe the spatiotemporal pattern of landscape diversity and reveal the local differences of landscape diversity within the Taipei metropolitan region between 1971 and 2005. The landscape metrics were also analyzed to present the characteristics of landscape patterns and examine the correlations of metrics. The analytical results reveal the dynamics of landscape diversity in response to urbanization and the relationships of landscape diversity with other aspects of landscape spatial patterns.
