題名:全面品質管理組織文化評量與育成之實證研究

本論文研究目的乃進行全面品質管理組織文化(TQM QC)的實證研究,期能夠提供台灣的企業藉以達到高水準的經營卓越。全面品質管理組織文化(TQM QC)的定義包含TQM外顯行為(又可稱具體實務),即TQM的核心價值(包涵管理承諾/領導、顧客導向、重視事實、重視員工、全員參與和持續改善);及TQM基本假設(包涵組織內個人、組織本身和社會利益的假設),即組織成員能分享有關組織所帶來顯著成果的行為。在這研究中,選擇七家在台灣獲得台灣國家品質獎(TNQA)及入圍複審有潛力的優秀企業,再以2013年Chen等人提出的研究發展方式去調查探討,其目的在作全面品質管理組織文化評估,再依評估結果提出全面品質管理組織文化的必要行動改善看法,而從調查的七家企業之經營績效成果結果顯示,與他們實施全面品質管理的組織行為具正相關。故期本實證研究所研究發現的意涵在後續文中討論及未來再研究之探討。
The objective of this paper is to conduct an empirical study on Total Quality Management Organizational Culture (TQM OC) in enabling Taiwanese companies to achieve high level of business excellence. TQM OC is defined by TQM artifacts (also called practices), TQM core values (which indicate management commitment/leadership, customer focus, focus on fact, Employee focus, total participation and continuous improvement), TQM underlying assumptions (which assume TQM benefits individual, organization and society) that organizational members share about the appropriate behaviors prevailing in an organization. In this study, seven Taiwanese companies, either the National Quality Award winners or finalists, are investigated by using the approach developed by Chen et al. in 2013. It is intended to make assessment of TQM organizational culture and come up the necessary actions followed by the assessment to improve TQM OC. The result reveals that the performance of business outcome in the seven companies is positively correlated to their TQM OC. The implications of research findings in this empirical study are further discussed in the text.
