題名:規模效果、人力資本投資、人力資源規劃與組織績效關係之研究-以台灣國際觀光旅館為例

近年,在來台旅客上看千萬趨勢下,旅館業興起一股比拚「硬實力」─擴張策略的規模效果熱潮,然亦有學者呼籲代表「軟實力」的人力資本投資才是競爭關鍵。據此,本研究以交易成本理論為基礎,分析究竟何者對「組織績效」最具影響力。然策略性人力資源管理理論強調,組織策略與人力資源管理,即「軟、硬實力」間須相互搭配,組織績效才得以彰顯,故亦依本觀點實證三者間關係。另為更深入的釐清其關係,本研究再以旅館業擴張策略之規模效果為策略情境,實證其在人力資源規劃及組織績效間關係。另本領域縱貫性研究較為稀少,故以交通部觀光局之歷年數據加以分析。研究結果顯示,硬實力與軟實力均對組織績效有顯著的正向趨勢影響。第二,在擴張策略之規模效果與組織績效間,人力資本為顯著的部份中介變項。最後,在擴張策略之規模效果與組織績效間,人力資源規劃為顯著的部份中介變項,以及在人力資源規劃與組織績效間,擴張策略之規模效果為顯著的干擾變項。本研究針對有關結果予以分析討論並提出管理建議。
Under a trend of optimistic estimation for numbers of visiting Taiwan visitors, comparison with hard power of expansion strategies has been developed among hotels; however, soft power of human capital investment is the key factor of competition appeals by scholars. According to Transaction costs theory, this research analysis which factors that affect to organization performance the most. Organization strategies and Human resource, i.e. collocation of soft power and hard power will create the best organization performance emphasized by SHRM and therefore verified the relation of these three according to this aspect. For specifying relationship deeply, with expansion strategies of scale effect of hotels as a sample, relationships between human resource planning and organization performance are confirmed. In addition, previous year’s numbers are used for analyzing due to less number of longitudinal studies in this area. Research has shown, either hard power or soft power has obviously positive affection to organization performance. Second modes show significant is the partially meditating role of Human capital investment in the causal processes linking expansion strategies of scale effect and organization performance. Third modes show significant is the partially meditating role of Human resource planning in the causal processes linking expansion strategies of scale effect and organization performance. And the moderating roles of expansion strategies in the causal processes linking human resource planning and organization performance. Discussing and analyzing are made in this research according to related results and make suggestions of management.
