本研究旨在建構符合國內教育現況之國民小學系統領導模式、指標及其權重,作為國民小學系統領導推動之參考依據。本研究以熟悉學校領導及行政領導理論之專家學者及具備學校領導實務經驗之校長及督學作為研究對象。首先依據文獻探討之結果初擬出國民小學系統領導模式及指標,經由焦點團體座談及德懷術問卷調查建構國民小學系統領導模式及指標,最後再以層級分析法進行相對權重問卷調查,並運用Expert Choice 11.5軟體進行統計分析以建立各層面、向度及指標之權重。本研究之主要結論如下:
一、國民小學系統領導模式包含「設定願景方向」、「聚焦教與學」、「組織校內團隊」、「建構專業能力」和「跨校網路協作」等五個層面、十個向度及二十八個指標。
二、國民小學系統領導模式層面之權重排序,依序為「設定願景方向」、「聚焦教與學」(33.2%)、「組織校內團隊」(15.2%)、「建構專業能力」(11.5%)、「跨校網絡協作」(5.2%)。
三、國民小學系統領導指標向度之權重以「關注學生學習成效,著重個性化教育」最高、「全方位思考學校發展方向及願景」次之。
最後依據研究結果提出建議,俾供學校、教育行政機關計畫制定、政策執行以及後續研究參考。
The purpose of this study was to construct indicators and their weights of system leadership for elementary schools. The methodology applied by the study is a focus group interview approach consisting of experts and school principals who had leadership experiences, in order to gather opinions to determine the raw indicators. Then Delphi Technique was held twice to confirm the indicators, and further survey with Analytic Hierarchy Process (AHP) was conducted to determine the weight of each indicator. The main conclusions of this study were as follow:
1.The school system leadership model included 5 domains, 10 dimensions and 28 indicators.
2.The orders of weight for five domains were as following: ‘setting visions and direction’(34.9%), ‘focusing on teaching and learning’(33.2%), ‘organizing team in school’(15.2%), ‘building professional capacity’(11.5%), and ‘collabrating cross-school ntework’(5.2%).
3.The highest weight of the dimensions is ‘concerning student learning outcomes’ second is ‘holistically thinking the direction and vision of school development’
Finally, this study provided the practical suggestions as the reference for the future school and government to plan and implement policy and for future research.
