題名:基本收入與雙重的重分配:福利國家收入與時間分配體制的批判與重構

隨著勞動市場轉型以及人口與家庭結構變遷,最近30年來持續湧現的關於收入與時間雙重貧窮的生命歷程困境與需要,成為當前福利國家改革的重大課題與挑戰。透過生命歷程觀點的研究取徑與制度分析架構,並引入無條件基本收入相互對話,本文提供一個拆解與理解現代人生命歷程時間赤字問題癥結的新視角,從「收入重分配」到「時間重分配」的制度邏輯關係建立,來超越僅企圖通過時間的重新配置以符合福利資本主義就業社會制度的思路框架,為現下生命歷程的制度改革開啟政策創新空間,也為當代基本收入的立論基礎與政治實踐開闢新局。
傳統福利國家以建立在財力調查與職業階級的收入分配與社會安全保障,因應工業社會薪資勞動者家庭收入不足的生命風險。但其同時造成對資本主義勞動力商品化的加強鞏固及聯袂造就的就業中心生命歷程體制構成,在後來勞動市場彈性化與雙薪家庭的結構變遷下,衍生出現代社會收入赤字交織時間赤字更異質複雜的生命風險與需要。面對此一生命歷程制度轉型,作為其中關鍵核心的工作與家庭平衡,意圖通過就業與照顧的兼顧,讓兩性分工的男性養家過渡到性別平等的雙養家模式,因應現代就業家庭的照顧需要和性別不平等。但其同時涉及收入與時間關聯共構的問題構因,卻也反映受商品化勞動掣肘的福利資本主義,實際上難以因應再生產的無酬和低薪以及時間自主必須犧牲收入的代價抵換。社會體制緊扣就業的窄化與偏頗,更沿著財富與收入差距造成生命歷程時間的異化和不平等,進而將當代關於生命歷程制度的改革,指向超越商品化、條件化和義務化之收入分配的必要和可欲。
基本收入以它的「無條件性」,打開福利資本主義的強制勞動,讓生命歷程的時間自主得以從強迫性薪資勞動獲得解放。除了開啟有意義的工作和職業選擇的可能,更讓人有更充裕的時間,留給個人和家庭、社區和公共生活、文化和休閒、哲學和藝術等諸多讓人生更為完整的全人生活。由生命歷程觀點引導的對既有基本收入理論過度傾向個人主義的修正,以及關聯生活下社會構成性的個人自由與人際之間互賴照顧的自發秩序,不僅深化基本收入與生命歷程的理論化關係,更藉由收入自主到時間自主的制度連結,跨越福利國家社會保障與市場社會個人自由的兩難。經由對既有收入-時間體制的批判與重構,反映著基本收入作為當代生命歷程制度改革的觀念轉向與創新思考,及其無條件性對解構與翻轉收入與時間不平等共構的制度意義。
With the change of labor market and family structure, twin problem of income poverty and time poverty have been a major issue and main challenge for modern welfare state since the past 30 years. Bringing in the life course perspective, with introduction of the policy idea of unconditional basic income (UBI), this thesis (or essay) provides a new approach to understand the (invisible) causes of time deficit and the relation between income security and time autonomy. By reframing the twin problem, the argument to go beyond existing reformist framework of welfare capitalism is proposed, and ways of calibration in showing why and how UBI can do more for fixing welfare state crisis in our precarious new century is illustrated.
