本研究基於問題導向,針對當前中國社區規劃存在的主要問題如社區規劃如何展開有效參與,促進多元决策共識形成,幷形成動態反饋機制等,提出引入跨學科理論,協同發展技術來完善社區規劃理論和方法,其理論基礎爲倡導式規劃理論,側重强調規劃的多元主義與公衆參與。
在融合多學科知識與網路技術基礎上,基於社區規劃易學、易用、易懂之易用性的研究動機,通過整合PPGIS與參與式社區規劃,達到對規劃架構、規劃體系、規劃數據庫建構與呈現以及規劃管理進行改善設計的研究目的。
本研究思路依據PDCA管理循環進行開展,首先通過理論與方法研究,結合技術開發輔助,提出整合PPGIS技術與參與式社區規劃方法,其次幷將其運用於厦門集美大社個案研究中,通過實踐成效評價,對理論與方法進行總結幷提出下一步研究建議。在研究過程中,針對資訊獲取、規劃參與與决策參與三個核心環節的應用,綜合運用了多種系統工具,如圖新地球(LSV)、微信小程序和公衆號建設等,規劃過程主要通過PPGIS工作坊進行參與式社區製圖,幷結合網路參與進行規劃方案公示、問卷與投票;最後運用多維分析法、模糊德爾菲法、行動者網絡理論等對規劃成果進行評價,根據評價反饋對綫上操作平臺進行改進。
本研究提出整合PPGIS技術與參與式社區規劃方法主要內容可概括爲以下四個方面:(1)整合PPGIS技術;(2)全過程參與流程;(3)多元參與群體;(4)基於PDCA的動態管理機制。
在集美大社的個案研究表明整合PPGIS技術與參與式社區規劃對於促進多元參與和社區培力方面具有一定成效。本研究進一步提出其推廣關鍵在於建立制度保障(社區規劃師制)和結合新生媒介。對未來研究建議主要集中在對促進决策共識,化解衝突方面的理論與方法研究,以及網路參與方法與平臺的改善。

The interdisciplinary theory and collaborative development technology are introduced in this problem ori-ented study to improve the theory and methods for community planning by aiming at the main problems existing in current community planning in China. It involves how to effectively participate in community planning, facili-tate the formation of consensus on multiple decision-making, and form a dynamic feedback mechanism. The study is theoretically based on the advocacy planning theory with intensive emphasis on planning pluralism and public participation.
The research purpose of improving the setup, presentation and planning management of planning architec-ture, planning system and planning database is achieved by integrating PPGIS and participatory community planning based on the integration of multi-disciplinary knowledge, network technology and research motivation for ease-to-learn and understandable friendliness of the community planning.
The idea of the study is implemented according to PDCA management cycle. Firstly, the method integrat-ing PPGIS technology and participatory community planning is proposed by combining technical development assistance by means of theory and method research. Secondly, the method is applied to the case study on Jimei Dashe in Xiamen, the theory and method are summarized through the evaluation on practical results, and the re-search advice in the next stage is presented. For the application of three core links including the information ac-quisition, planning participation and decision-making participation in the research process, diversified system tools involving the setup of LocaSpace Viewer (LSV), WeChat mini program and official account are compre-hensively applied. The participatory community mapping is mainly conducted through PPGIS workshop in the planning process, and planning scheme publicity, questionnaire and balloting are taken by combining the net-work participation; Finally, multi-dimensional analysis method, Fuzzy Delphi method and actor-network theory are utilized to evaluate the planning results, and the online service platform is improved based on the evaluation feedback.
The main contents of the present study are summarized as follows: (1) Integrating PPGIS technology; (2) Whole-process participation; (3) Multiple participatory groups; (4) Dynamic management mechanism based on PDCA.
The case study of Jimei Dashe shows that integrating PPGIS technology and participatory community planning deliver certain effects on facilitating multiple participations and community empowerment. The study proposes that the key to corresponding promotion consists in the establishment of institutional guarantee (com-munity planner system) and combination of new media. The suggestion for future research mainly focus on theo-retical and methodological studies on boosting decision-making consensus, resolution of conflicts as well as im-proved methods and platforms for network participation.
