政治腐敗效應是一個有關政治腐敗與政治發展、政冶衰敗之間關係的問 題，長期以來學術界一直存在不同觀點的爭論，政冶腐敗研究的文獻表明，有關 政冶腐敗效應的看法經歷了傳統政治腐敗效應觀、修正派與後修正派三個發展階 段:傳統政治腐效應觀把政治腐敗視為政治衰敗;修正派在理論上給予政治腐敗重 新定位，認為政治腐敗可以導致發展中國家的政治發展;後修正派對修正派的觀 點作了批評和補充，重新將政治腐敗看作是政治衰敗。本文批判總結了有關文 獻，指出以簡單化的正負分明的發展觀難以有效分析政治腐效應的複雜問題，主 張以一種綜合性的理論框架去觀察政治腐敗與政冶發展、政治衰敗之間的關係。

　　　　　The issue of effects of political corruption is an important topic ofrelations between political corruption and political development & politicaldecay. There have been controversies on this issue for a long time. Theprocess of the controversies can be divided into three stages according towestern literature concerned: the traditional view, the revisionist school andthe post-revisionist school. The traditional school treats political corruptionas political decay; the revisionist school reorients it and argues that its effectscan lead to political development in developing countries; the post-revisionist school criticizes the view of the latter and reassesses it as politicaldecay. This paper critically summarizes the western literature concerned andholds that a simple explanation of positive or negative effects on politicalcorruption not suitable for such a complicated problem. Finally, the authorproposes a framework of synthetic theory to analyze this issue.
