Whether we call the Democratic Progressive Party Administration‘s post-election policy toward Beijing " the Mainland Policy" or "the China Policy, " any sound evaluation to that policy is almost a mission impossible. However, making a comparison between two dominant ideologies - globalization and nation-state一 is a useful way to organize our thoughts about the essence of the policy. By using a framework constructed by Reinicke in his "Global Public Policy, " the author finds that formal relationships between Mainland China and Taiwan will not be successful so long as both sides continue to claim legal sovereignty over all of China. From this point of view, the DPP administration has not shown a credible way to build relations with Beijing in both the normalization of the functional relations and the solution to the "One China" puzzle.
