冷戰結束後，世界各國瀰漫在裁減軍費的聲浪中，我國卻持續擴張國防支出，並在經濟上獲致不斷地成長，此有違和平股利論者之觀點，究竟國防支出對經濟成長之影響為何？正面、負面、或無影響？文獻上莫衷一是。本文利用三部門之經濟成長模型，分析技術變遷、要素投入、國防支出、及非國防政府支出對經濟成長之影響；並以我國1961-1999年之資料進行實證檢驗。結果顯示，技術變遷對臺灣的經濟成長具顯著之正面影響，而累積率與勞動要素投入之成長對經濟成長亦有顯著的正面影響。長期而言，國防支出及非軍事政府支出成長有助於經濟成長，其中，非軍事政府部門對私部門存在正面之外溢效果。
Many countries cut military expenditure after the end of cold war in international politics. On the contrary, the Taiwan continued to expand its military expenditure. This should decrease economic growth according to theory of peac dividend, but in fact, Taiwan had high economic growth rate. It’s worthy to analyze the cause. So this paper has empirical analysis in Taiwan for 1979-1999 by utilizing neo-classical economic growth model in three sectors. The results of empirical analysis shows, firstly, it had significant influence to economic growth in Taiwan under neutral technological change. Secondly, factor inputs had significant positive influence to economic growth. Finally, there are positive effects of military expenditure and government sectors without military expenditure on economic growth in the long run.
